Steam is Valve's game store and multiplayer platform. The store, downloads, and in-game matchmaking are separate. A download that runs slowly is often the connection or a congested depot, which a speed test puts a number on. A store that will not load at all is a different report.

A fault at home, or a wider problem?

If a game's own servers are full, Steam can still be fine. Say whether the Steam client, the store website, or one game failed. Downloads that sit at zero while the speed test is fast are worth reporting as Steam.
